Major infrastructure underpins the economic and social prosperity of NSW. To assist the delivery of key infrastructure, new mechanisms have been put in place which provide for early identification of infrastructure needs, establish clear administrative and coordination arrangements across Government, and provide for monitoring and management of risks to timely delivery. To support these arrangements the Government has established the Infrastructure Implementation Group (IIG) within the Premier's Department and the Office of Infrastructure Management (OIM) within Treasury.

The Cabinet Standing Committee on Infrastructure and Planning (IPCC), supported by the IIG, Treasury and Department of Planning, will review major infrastructure. The IPCC sets strategic directions for urban and regional infrastructure development and associated infrastructure priorities. The Premier chairs the IPCC.

The Minister for Planning has responsibility for ongoing planning reform and its implementation, and for the development of the Metropolitan and regional strategies. In this context, and in consultation with relevant ministers, the Minister for Planning will advise on overall transport and infrastructure needs through the IPCC.

The Office of Infrastructure Management is responsible for the development of the State Infrastructure Strategy. The Strategy will be a 10 year horizon informed by the capital investment strategic plans, Infrastructure Statement (Budget Paper 4), and the Metropolitan Strategy and regional strategies. This Strategy will be prepared for the Minister for Infrastructure, and subsequently IPCC and BCC for approval.

The OIM is responsible for providing recommendations through the Minister for Infrastructure and Minister for Finance to the IPCC and BCC on individual infrastructure proposals and agency capital programs in the context of the overall Budget process. Treasury will keep IIG informed about these issues. These recommendations are made within the context of an agency's total asset management planning, the outcomes of IPCC deliberations, Government priorities and the State's fiscal position.

The BCC, chaired by the Premier, will continue to be responsible for financial approvals. The Minister for Infrastructure, to whom the OIM reports directly, will take main day to day responsibility for these financing decisions.

The IIG and the OIM will monitor the implementation of infrastructure proposals and report via the Premier and the Minister for Infrastructure and Finance to IPCC and the Budget Committee of Cabinet on the progress of projects, including the identification of “at risk” projects.

The IIG is a part of the overall framework for coordinating delivery of land use planning and infrastructure outcomes, and will work closely with Treasury, the Department of Planning and the Department of Commerce to address project management and delivery. The IIG's role will also focus on improving project implementation through the resolution of infrastructure planning and delivery delays and streamlining of operational delivery procedures.

The IIG will:

  • assist reviews of all major infrastructure proposals proposed by State agencies and State Owned Corporations, particularly their deliverability and level of risk;
  • liaise with Treasury, Department of Planning and relevant agencies on the delivery of the annual State Infrastructure Strategy, including the monitoring and implementation of projects; and
  • identify and advise Premier and IPCC of “at risk” projects with recommended actions for IIG support and facilitation.

Where the Premier deems a project is “at risk”, in consultation with the proponent and Treasury the IIG will advise the Premier on the level of support required from the IIG. In some instances, where a project is of high strategic importance and is at risk of not meeting deadlines and budget the Premier may direct the IIG to “take over” and become proponent of the particular project.

SOCs will be consulted in relation to compliance with the Memorandum. If necessary, SOCs can be directed to comply with the Memorandum by the respective portfolio Minister under section 20O of the State Owned Corporations Act (SOC Act).

These new arrangements will provide a strengthened central capability to drive the implementation of the NSW major infrastructure and development program and the support and full cooperation of all State agencies and State Owned Corporations is sought in their implementation.
