M2006-09 Chief Executive Officer Performance Agreements

Detailed Outline

The Government is committed to developing a new performance management and budgeting system that will build on the Results and Services Plan approach.

A key aim of the new system is to strengthen accountability across government for delivering high quality public services within budget allocations. It is expected that this will include closer alignment between Chief Executive Performance Agreements and the priorities and performance expectations set out in an agency's Results and Services Plan.

The current Guidelines for Developing Performance Agreements for Chief Executive Officers provide guidance to the CES and portfolio Ministers to develop Performance Agreements that recognise the pivotal role of Chief Executives in achieving Government results. The Guidelines are currently being reviewed to ensure the process will support the new performance management and budgeting system and will be available early in the new financial year.

The Performance Agreement allows the Chief Executive Officer to focus on the 'big issues' facing their agency and will provide a point of reference for the portfolio Minister to review results. The agency's Results and Services Plan should be used as a reference point for these discussions.

The Chief Executive Officer also has a responsibility to contribute to the achievement of policy cluster and whole of Government initiatives. Regular feedback and review ensures that changes in portfolio cluster and Government priorities and direction are accommodated and addressed. The portfolio Minister may, in respect of a Chief Executive Officer's contribution to policy cluster or whole of sector results, seek the views of the Director-General, Premier's Department.

In addition, all Chief Executive Officers are responsible for delivering Aboriginal Affairs Results as part of their agency's results and service performance. Chief Executive Officers are required to report annually (due 21 July 2006 and by 1 March each subsequent year) in writing to the CEO Group on Aboriginal Affairs. The Aboriginal Affairs results and indicators, including Achievement of Two Ways Together, for all CEO Performance Agreements are attached.

Aboriginal Affairs Results

NSW Aboriginal Affairs Results and Indicators
All Chief Executives are responsible for delivering Aboriginal Affairs Results as part of their agency's Results and Service performance.

  • Development/implementation of initiatives through coordinated planning and delivery, with other agencies and Aboriginal communities, at state, regional and/or local levels
Active contribution to attainment of whole of government objectives as they relate to corporate functions Effective participation in relevant whole of government initiatives to improve public sector outcomes to Aboriginal people
  • Agency leadership of and/or contribution to Regional Coordination Management Group initiatives to address Aboriginal issues
  • Number of regional and local agreements between NSW Government and Aboriginal communities the agency has identified lead or contributing actions
  • Review policies and legislation to improve agency's ability to deliver improved outcomes to Aboriginal people

Chief Executive Officers are required to report in writing to the CEO Group on Aboriginal Affairs annually (due 21 July 2006 and by 1 March each subsequent year), detailing the specific and relevant targets and results they have included in their annual performance agreement.
