The NSW Government is committed to reducing red tape by $500 million by June 2011.

This Memorandum advises Ministers of the new Chief Executive Officers (CEOs) responsibilities to meet the June 2011 target.

CEOs listed in the attachment to this Memorandum will now be required to report in writing twice yearly to the Better Regulation Office (BRO) on achievements in cutting red tape. The reports will be required by 30 June and 30 December of each year and will need to identify:

• achievements in cutting red tape over the previous 6 months, including quantification of the cost savings of reforms to business, government and the community using BRO's tool Measuring the Costs of Regulation (available on BRO's website at www.betterregulation.nsw.gov.au ); and
• plans to cut red tape over the next 6 months, including estimates of expected cost savings of reforms using the measurement tool.

Progress in achieving the $500 million target will be reported publicly and regularly on the BRO website.

The results will also be published in the BRO's annual update 'Removing Red Tape in NSW'.

The first report will be required by 24 July 2009 and will need to identify achievements in regulatory reform and cutting red tape over the period 1 July 2008 to 30 June 2009 as well as expected reforms for the next 6 months. The Better Regulation Office will provide a reporting template to standardise and simplify the information required.

The new accountability is to be included in CEO performance agreements and the CEO Performance Agreement Guidelines (Premier's Memorandum 2008-04) will be updated accordingly.
