The revised NSW Public Sector Capability Framework (Capability Framework) replaces the 2020 version of the Capability Framework. A comprehensive review of the Capability Framework has been undertaken to ensure it remains fit for purpose. Agencies have until 29 January 2027 to implement and update all relevant systems and role descriptions to reflect the revised Capability Framework. 

The Capability Framework is a foundational tool that supports the Public Sector to attract, recruit, develop and retain a responsive and capable workforce. It provides a shared language to describe the capabilities required for the public sector’s large workforce with diverse roles at different levels.  

A comprehensive review of the Capability Framework has been undertaken to ensure it remains fit for purpose. The revised Capability Framework maintains the same structure and operation, which includes 20 capabilities across five levels of behavioural indicators that show a progressive increase in complexity and skill. Changes have been made to behavioural indicators to have an increased focus on digital and data literacy, customer service, and diversity and inclusion, including cultural capability. Changes have also been made in relation to leadership, change management, ethical behaviour, strategic workforce planning, and psychological safety.

Agencies have until 29 January 2027 to implement and update all relevant systems and role descriptions to reflect the revised Capability Framework. It is recommended that agencies align role descriptions for all new roles and recruitment activities throughout 2026 prior to undertaking recruitment.
