Consideration of proposals to recruit staff during the recruitment moratorium indicates that the following guidance on approval arrangements would be of assistance to public agencies.

  • All proposals to recruit staff from outside the agency must be approved by the relevant Minister. The test to be applied is that there is an urgent service need.
  • Recruitment of staff from outside the agency at or above the public service Clerk Grade 12 ($59,644 to $62,271), including SES and other senior staff above Clerk Grade 12, must be approved by the Public Employment Office, after approval by the relevant Minister.
  • The recruitment moratorium covers permanent and temporary staff, transfers and secondments of staff between agencies, and also the engagement of temporary staff through employment agencies.
  • The recruitment moratorium does not cover non administrative staff in hospitals and temporary appointments/acting arrangements to fill vacancies by staff within the same agency.
