On 17 August 1995, the NSW Government, the Public Service Association and the NSW Public Service Professional Officers' Association entered into a consent award which provided for increases in rates of pay for NSW public sector employees. Attached to the award are a
number of documents known as the Framework. One of these sets out arrangements for enterprise bargaining at the organisation level.
I have attached a copy of this document for your information. As you will see, this document contains a commitment that the industrial parties at the organisation level will, by 31 October 1995, identify priorities and develop an implementation timetable for enterprise bargaining. Enterprise bargaining will cover matters taken from at least two of the eight subject areas listed in the Framework.
In order that progress in this matter is able to be monitored, I am requesting that you forward to this office by close of business on Friday 10 November 1995, details of those issues that have been identified as suitable for enterprise bargaining in your organisation and progress towards determining an implementation timetable. To assist organisations in reporting their progress, a standard reporting form is attached.

ENTERPRISE BARGAINING AT ORGANISATION LEVEL
OBJECTIVES
To facilitate the introduction of improvements to productivity, efficiency, effectiveness, quality customer and client service and employee status and performance.
To assist in the reform of organisations so that they meet contemporary goals and needs.
To foster the development of responsive flexible organisations with cultures that are ethical, innovative and strategic in approach.
To encourage employee/management participation and co-operation at the workplace.
To enhance efficiency and productivity by the use of flexible enterprise arrangements within the context of the award system.
OUTCOMES
These will vary from organisation to organisation dependent on their local needs and priorities.
An interim report on progress in enterprise bargaining at the organisation level by 30 June 1996 and a final report on achievements at 31 December 1996.
PROCESSES
Part A
1. The parties at organisation level will agree on priorities from among the areas set out below and determine a timetable for dealing with the highest priority areas. These areas may vary from organisation to organisation dependent on their local needs and priorities. This will enable the parties to make progress in at least two, and possibly more, of the eight areas by 30 June, 1996.
The listing of these areas does not preclude the addition of other items relating to identified special needs of an organisation by agreement between on the one hand the General Secretaries of the Associations and on the other the Public Employment Office or an organisation acting in accordance with Government policy.
2. In accordance with the agreed timetable the parties at organisation level will develop implementation strategies for the introduction of relevant improvements in the selected areas.
