the implementation of flexible work practices in the public sector.

I refer to the 3% + 3% Framework Document which covers the agreed arrangements to promote 
the implementation of flexible work practices in the public sector.

Public sector agencies covered by the Framework Documents are obliged to survey the needs of 
staff and management for flexible work practices, analyse the results of the survey and report to 
the Public Employment Office by 31 March 1996.

The Public Employment Office has designed a reporting format for use by agencies. The format 
allows for a summary of:

  • the needs of staff and management for flexible work practices;
  • the identification of any practical difficulties in implementating flexible work practices;
  • strategies and time frames for overcoming practical difficulties;
  • the reasons why any difficulties cannot be overcome; and
  • the identification of any difficulties that require sector-wide action.

Discussions on the reporting format have been held with the Public Service Association and the 
Professional Officers' Association. The attached document represents an agreed approach.
