Premier's Memorandum to all Minister's No. 1995-18 introduced new arrangements for appointments to Government boards and committees. These arrangements have been reviewed in accordance with the Government's commitment to the principles of merit in selections and appointments to these bodies. The following arrangements now apply:

(1) All proposed appointments and re-appointments to Government boards and committees are still to be referred to Cabinet. This includes full-time statutory appointments to boards and committees, and full or part-time membership of boards, commissions, trusts and committees. The attached standard report form has been developed to minimise the work involved and to assist Cabinet consideration of the proposals.

(2) Formal documentation for proposed appointments, including the standard report signed by the Minister, are to be submitted to the Public Employment Office (PEO) no later than 1:00 pm on the Wednesday two weeks before the Tuesday Cabinet meeting at which it is proposed the appointment be considered.

(3) Following clearance by the PEO the documentation will be forwarded directly to the Cabinet Secretariat for submission to Cabinet. Agencies will be notified in writing of both the PEO clearance and Cabinet approval.

The other arrangements referred to in Memorandum 1995-18 have been implemented by the PEO and will continue to operate.

Please ensure this circular is disseminated to Chairpersons of Government boards and committees and to officers involved in preparing recommendations on such appointments.
