I refer to the Government's pre-election policy commitments regarding the use of consultants by public agencies, and to PEO Circulars No. 1995-21 and No. 1996-8.
The Government remains firmly committed to reducing expenditure on unnecessary consultants. This includes the use of consultants to prepare the Annual Reports of public agencies.
To assist in implementing this policy, from the date of this Circular, public agencies are not to engage consultants to prepare Annual Reports. This refers to the editing, layout, etc of the report. However, this ban does not apply to contracted printers.
In exceptional circumstances an exemption from this ban may be granted by the Public Employment Office. A strong business case, demonstrating cost effectiveness, will be necessary before approval will be given.
