P1996-27 Public Sector Vacancies

Description

To assist in achieving the Government's objectives in redeploying displaced employees to suitable vacancies in the public sector, all vacancies to be placed in the Public Service Notices and/or press are to be submitted for clearance by the Workforce Management Centre (WMC) of the Public Employment Office (PEO).

Detailed Outline

To assist in achieving the Government's objectives in redeploying displaced employees to suitable vacancies in the public sector, all vacancies to be placed in the Public Service Notices and/or press are to be submitted for clearance by the Workforce Management Centre (WMC) of the Public Employment Office (PEO).

The intention is that where the WMC matches a displaced employee with a suitable vacancy, the vacancy will not be advertised until negotiations between the WMC and the organisation with the vacancy are completed. The presumption is that vacancies will be filled by redeployment where the WMC identifies suitable displaced employees, and advertisements will not be placed in the Notices and/or the press without WMC clearance.

Under these arrangements, all advertisements of vacancies to appear in the Notices and/or the press are to be submitted to the WMC, unless an exemption has been issued by the PEO. Organisations are invited to identify any groups that are exempted. General exemptions are to be given to groups such as doctors, nurses and teachers. Exemptions may be sought in writing to Ian Peters, Public Employment Office on facsimile (02) 9228 4420.

These arrangements apply to public service departments, statutory bodies outside the public service and State Owned Corporations consistent with the Policy on Managing Displaced Employees. They apply to all job advertisements in the Public Service Notices and/or Press including ongoing and temporary work.

It will be the responsibility of your organisation to forward advertisements to the publisher of the Notices to meet publication deadlines for the Notices and the press. Your organisation should ensure that the necessary paper work including GA1 form is completed and forwarded to the Government Advertising Agency. The size standards for writing advertisements should be observed.

The WMC should be provided with a copy of the advertisement only on facsimile (02) 9266 8715. A position description may be called for at a later stage.

The process is summarised as follows:

  1. The vacancies to be placed in the Notices and/or press should be sent by Facsimile (02) 9266 8715 to WMC by 6.00pro on a Monday. When public holidays fall on a Monday an advertisement will occur in the Public Service Notices on changed requirements.
  2. The vacancies will be reviewed by WMC case managers on the Tuesday morning for the purpose of identifying suitable opportunities for displaced employees.
  3. Where the vacancy is not suitable for any existing displaced employee, the advertisement together with a clearance will be forwarded by the WMC to the Government Advertising Agency on the Tuesday afternoon for inclusion in the Notices and/or press. As is the current practice the advertisement will be placed in the Notices and/or press in the following week
  4. Where a suitable displaced employee(s) is identified for a vacancy, the WMC will arrange for an assessment interview at the earliest opportunity. The organisation with the vacancy will be advised by the WMC on the Tuesday afternoon that a displaced employee(s) is to be considered for the purpose of filling the job in accordance with the Policy on Managing Displaced Employees.
  5. Should a displaced employee be suitable for a vacancy, there will be no need to advertise the job; and
  6. Action will be taken to complete the consideration of displaced employees for your vacancies within a period of up to two weeks. Should there be no suitable displaced employee(s) for the vacancy, an immediate clearance will be given for the vacancy to be placed in the Notices and/or press.

This process is designed to assist displaced employees and save your organisation time, money and effort in filling vacancies. Your assistance through filling your vacancies with displaced employees is appreciated.

These arrangements are effective from 15 April 1996.
