Attached for your attention are several copies of the Guidelines for the engagement and use of consultants. This document sets out the key expectations of the Government in relation to the engagement and use of consultants, as well as advice concerning best practices.
The Government expects that the professional expertise within the public sector will be used as a first option in preference to engaging consultants. Consultants should only be engaged when the required professional expertise is not available internally or cannot be provided in a more cost effective manner than can be obtained by engaging a consultant.
The Guidelines include information on tendering, specification design, the selection process and contractual formalities.
It should be noted that the Government remains firmly committed to its policy to strictly limit the use of recruitment and publicity/public relations consultants and departments are still required to obtain prior approval from the Public Employment Office prior to engaging consultants of this type (refer PEO Circular No. 95-21). In addition, the Treasury requirement to decrease expenditure on consultants by 25 percent still applies (refer Treasurer's letter of 16 May 95).

TheGuidelines are available for purchase by consultants or other interested parties from the Government Information Service at a cost of $25.00. Departments requiring additional copies of the Guidelines may order them from the Government Information Service at a discount price of $5.00.
