This guide helps agencies to understand and implement the NSW Performance and Wellbeing Framework. It sets the mandatory requirements for agencies’ performance reporting.
The framework provides a holistic view of the wellbeing of the people of NSW, the performance of NSW Government activities and services, and the allocation of resources by outcome.
This TPG supersedes TPP18-09 Outcome Budgeting.
The NSW Government introduced the NSW Performance and Wellbeing Framework in the 2025–26 NSW Budget. The framework links the performance of government services and activities to the wellbeing of the people of NSW.
The framework provides an overarching lens to the NSW Government Investment Framework.
Together, the frameworks ensure a consistent, evidence-informed approach to assessing activities and services. They help to make sure public spending represents value for money, aligns with government priorities and can be delivered successfully.
