Further to the Premier's Memorandum No. 90-50 issued 11 September 1990 and in view of concerns expressed by the Public Service Association on behalf of Ministerial and Departmental car drivers, the final sentence in that Memorandum concerning the discretion to invoke Section 18A (3) should be interpreted to reflect the intention that the driver should not be required to pay any fine unavoidably incurred in the course of the driver undertaking essential duties.
