C2004-04 HR eXpert System

Detailed Outline

The HR eXpert System is an "intelligent" internet-based system which provides self service access to advice on employment conditions and entitlements for staff employed under the Public Sector Employment and Management Act 2002 (PSEMA). The system has been developed by the Public Employment Office (PEO) with assistance and expertise from a range of agencies across the sector. Its objectives are to improve HR advice and information in terms of quality, consistency and timeliness and to support the shift in HR focus to value-adding strategic functions (eg workforce planning).

The system will sit on the Premier's Department web site, integrating with other information about conditions and entitlements and will be implemented in March 2004. Invitations to a formal launch, to be held on 24 March, will be distributed closer to that date, to agencies who employ staff under the PSEMA. Additional information, in the form of agency kits will also be provided to agencies at that time.

The initial release will include modules relating to Maternity Leave, Study Time, Extended Leave and Recognition of Prior Service, Leaving the Service and Voluntary Redundancy. Further modules are under development and will be released later in 2004.

HR eXpert will take staff through interactive inquiries providing advice specific to the user's circumstances. Behind the straightforward questions is a very complex rule base which is based on all relevant legislation and documentation. Users will have access to accurate information about their conditions and entitlements without needing to understand the rules, nor make any interpretations.
