Administrative Requirements

This Direction deals with procurement of telecommunications by or for a government agency within the meaning of the Public Works and Procurement Act 1912 (as amended).

Government Sector Employment Act 2013 The Government Sector Employment Act 2013 (GSE Act) commenced on 24 February 2014.

Risk-based approach to compliance and enforcement In relation to a risk-based approach to regulation, by December 2014 regulators must: Review compliance and enforcement in line with guidance material prepared by Department of Premier and Cabinet (DPC) Publish a policy consistent with the guidance outlining how they will apply a risk-based approach to compliance and enforcement and Commence reporting against the policy A focus on regulatory outcomes In relation to an outcomes-based approach to regulation, by December 2014 regulators must: Clearly define the regulatory outcomes they seek to secure, ensuring alignment with objectives of all legislation administered by the regulator Review outcome monitoring mechanisms as part of regulator legislative reviews, and Commence reporting regularly on outcomes Guidance material The guidelines and diagnostic tool can be found on the regulatory reform page of the DPC website at www.dpc.nsw.gov.au/programs_and_services/regulatory_reform.

Under the Scheme agencies can apply to become accredited by Public Works Advisory (PWA) to undertake planning and/or delivery phases of construction procurement.
