Administrative Requirements

This Direction deals with: procurement of goods and services by or for a government agency within the meaning of the Public Works and Procurement Act 1912 NSW Procurement Board’s policy commitments under the NSW Government’s Plan for Aboriginal Affairs, OCHRE.

The NSW Government has identified the adoption of cloud-based ICT services as a key factor in driving better value ICT investment and improving the agility, scalability and reliability of ICT services.

The government is committed to ensuring that all public sector costs are closely monitored and that all opportunities are sought to utilise new technology to drive cost efficiencies.

Changes have been made to clarify that: The Ministers' Office Administration Handbook is the authoritative source of guidance in respect of travel by Ministers and Ministers' staff.

Keypoints Agencies are expected to evaluate their programs, both new and existing, in line with the Evaluation Framework Clusters will need to build the necessary capacity and capability to evaluate their programs and meet the requirements of the Evaluation Framework Evaluation plans are required for all new program proposals to Expenditure Review Committee (ERC) Rolling 12-month evaluation schedules for all clusters must be prepared and submitted to ERC for approval, beginning in the 2013-14 financial year Evaluation findings are to be made publicly available, unless there is an overriding public interest against disclosure, in line with the Government Information (Public Access) Act 2009 (GIPA).

Attachment: Guideline - The NSW Public Sector Capability Framework (G2013-006) The NSW Public Sector Capability Framework replaces the 2008 Capability Framework and the draft Executive Capability Framework which was developed in 2011.

The purpose of this Memorandum is to clarify for NSW Ministers and agencies the protocols for NSW participation in, and engagement with, the Council of Australian Governments (COAG) Ministerial Council system.
