Administrative Requirements

There have been a significant number of inquiries as to what agency or organisation might accept and distribute public donations of funds for drought relief.

This memorandum allocates Ministerial responsibility for the specific initiatives contained within the White Paper and identifies a reporting mechanism to ensure that there is a co-ordinated NSW approach to dealing with the Commonwealth.As indicated in my previous Memorandum No. 94-14, the Department of Industrial Relations, Employment, Training and Further Education established a Working Party of officers from relevant agencies to analyse the White Paper to outline the Commonwealth commitments contained within the paper and their likely impact and/or issues for NSW.The Working Party has now completed this process.

In terms of the Government's Financial Distribution Policy (August 1992), The Treasury recently issued a policy paper on a Tax Equivalent Regime (TER) for New South Wales' Government Trading Enterprises (GTEs).

An issue which is important in the long-term relationship between the Sydney Organising Committee for the Olympic Games (SOCOG) and the Organising Committee for the Atlanta Games (ACOG) has been brought to my attention by SOCOG.

This memorandum outlines arrangements for co-ordinating the New South Wales response to, and implementation of, programs contained within the White Paper.

To assist in the forward planning of the Government's Legislative Program, it is necessary that details be provided of those legislative matters which it is intended be brought to Parliament in the Budget Session.

I refer to Cabinet's Decision of 8 March this year reiterating the Government's policy in relation to superannuation and leave arrangements for employees in areas of Government which are transferred to the private sector.

Program evaluation has been an important evaluation mechanism in the NSW public sector for many years.

The purpose of this Memorandum is to reaffirm that it is Government policy for agencies to use alternative dispute resolution (A.D.R.) techniques, as stated in a previous Memorandum (No: 1989-42), as far as appropriate.

My attention has been drawn to the fact that the Commonwealth Department of Employment, Education and Training recently invited tenders for participation in the Landcare and Environment Action Program (LEAP) for the next three years.
