I have decided to reform the Portfolio Review arrangements, with a view to structuring our discussions in order to reach clear agreement on the Government's priorities and our strategies for addressing them.I intend to meet with each Minister privately, during the period from late January to mid February 1994, while CEOs will meet with heads of central agencies through the Management Council process.

In accordance with the 1992 Cabinet approved revised system for the remuneration of non-executive directors and part-time members of Corporatised Government trading enterprises, Statutory Authorities, Advisory Councils, Committees, etc., new fee levels have been determined as a result of the annual review.

In November 1992 the Government commenced implementation of its telecommunications micro-economic reform of the public sector by awarding an exclusive ten year contract with BT Australasia for the provision of telephone and data services, and shortly thereafter a contract with Telecom/Motorola for a Government owned Mobile Radio Network.

The Premier recently reviewed the question of the installation, and subsequent removal of security systems in both the offices and private residences of Ministers, and he asked me to inform you of the following guidelines which are to apply to all future installations: If a Minister believes that she/he is at risk from a security point of view, the Minister should first seek a professional assessment of the risk potential from the Police Special Branch through contact with the Office of the Police Commissioner.
