Administrative Requirements

There have been several recent instances where: Ministers have sought inclusion of items as late additions to the Capital Works Committee Meeting Agenda; supporting material, including economic appraisals and feasibility studies, have been submitted late; submissions sought to be included on the Agenda have not contained material required by the Committee, such as economic appraisals, (refer Memoranda No's 1991-01, 1991-26 and 1992-39), resulting in deferral of the item; announcements have been made calling for private sector expressions of interest, without prior approval of the Capital Works Committee.I do not consider any of the above situations to be satisfactory.

Cabinet has approved of the Commercial Services Group calling tenders for a contract providing for the delivery of air travel and air reservation services to NSW public sector organisations in a manner which while providing maximum flexibility for public sector bodies to obtain suitable air travel arrangements, will at the same time maximise the purchasing advantage of the State based on its aggregate purchases of travel services.

In line with the policy followed in July 1992, 1 am desirous that openings for employment be provided to as many as possible of the officers forming the private staffs of Ministers prior to this current re-organisation.

The Premier's Memorandum No 1988-73 related to the Essential Services Act, 1988, and in essence requested Ministers to nominate appropriate contact officers and to develop contingency plans which would ensure a swift and appropriate Government response to a disruption in the provision of an essential service falling within an area of their Ministerial responsibility.

As you are aware, the Government's program of reform for the NSW public sector includes the implementation of improved mobility provisions by removing impediments to the transfer of entitlements of staff who move between NSW public sector organisations.

To assist in the forward planning of the Governments Legislative Program, it I necessary that details be provided of those legislative matters which it is intended be brought to Parliament in the Budget Session.

As you will remember, six months ago in September 1992 (in Memorandum No. 92-31) I drew your attention to the importance I place on customer service.

With the increasing pressures on city office space and high rental costs many New South Wales government departments are seeking to store their non current records off-site.

As you are aware, I wish to give special recognition to [lie role of families in NSW by celebrating Family Week in October this year and by marking International Year of the Family in 1994 with a distinctive program of events an(] initiatives.
