At the Council of Australian Governments (COAG) meeting in Melbourne on 8-9 June 1993, Heads of Government reached final agreement on the review of the scope, distribution and number of Ministerial Councils which they initiated at their previous meeting in Perth on 7 December 1992.

There have been several recent instances where: Ministers have sought inclusion of items as late additions to the Capital Works Committee Meeting Agenda; supporting material, including economic appraisals and feasibility studies, have been submitted late; submissions sought to be included on the Agenda have not contained material required by the Committee, such as economic appraisals, (refer Memoranda No's 1991-01, 1991-26 and 1992-39), resulting in deferral of the item; announcements have been made calling for private sector expressions of interest, without prior approval of the Capital Works Committee.I do not consider any of the above situations to be satisfactory.

Cabinet has approved of the Commercial Services Group calling tenders for a contract providing for the delivery of air travel and air reservation services to NSW public sector organisations in a manner which while providing maximum flexibility for public sector bodies to obtain suitable air travel arrangements, will at the same time maximise the purchasing advantage of the State based on its aggregate purchases of travel services.
